Who is Cooper in the Fallout?

Cooper Howard, a.k.a. The Ghoul, is one of the main characters in the Fallout television series, alongside Lucy and Maximus.

Before the Great War of 2077, he was an actor in motion pictures, and at some point in the years that followed, he underwent a transformation into a ghoul. He is employed as a bounty hunter by 2296.
